Then I am at a loss to what is going wrong. I have 4 different Pi's and have used Armbian or OpenElec on all of them without issues.

Do you have a serial cable for connection between your Pi and computer? If this is the case you could plug in when booting and check to see if any output from there.

After Win32DiskImager writes your sd card, you should see a fat32 partition on that card usually named BOOT.
Two files MUST be on that partition - uImage (that is compressed Linux kernel) and a script.bin (that is a board SoC and peripherials configuration)

These files must match the board, which you are trying to start and the monitor hardware you are using.
So, download from https://drive.google.com/folderv ... WnVwSEU&usp=sharing file desktop_scripts.tar.gz
Unzip it to some temporary folder, and renameunzipped file uImage_OPI-2 (it is a OPI PC compatible kernel)to uImage and move that to a BOOT partition of your sd card.
Do the same thing for a script.bin - reame one of unzipped

script.bin.OPI-PC_1080p50
script.bin.OPI-PC_1080p50_dvi
script.bin.OPI-PC_1080p50_hdmi

to a script.bin and move it also to a BOOT partition of your sd card. Safely eject your sd card, insert it to OPI and try to boot.
Sometimes, it is booting without video (there are compatibility issues with some displays and DVI-HDMI adapters) - in that case just try other script.bin

I have a usb-ttl serial cable. I will try debugging. Thanks...

Thanks a lot. I re-writing my sdcard now. I will tell you results...

I just try debugging with usb serial module. but I not get any response from my orange pi... and leds are not blink.

I did what you said. But nothing changed. Leds not blink. Only ethernet leds are turned on. and I connect the orange pi to tv with hdmi cable. But nothing display. I tried debugging orange pi, but I not get any response from board. I think, my board is dead.

If you've ethernet leds turned on, you can try with SSH.

If you get no output via serial console, there are a few possibilities:
- your sd card is defective
- your OPI is defective
- your sd card does not contain a bootloader (uboot) which is a part of img file, it is written automatically by win32diskimager

If you tried several cards, and had no errors during formatting/writing to them, then i guess it is the board

I try four sd cards and not get any errors. I think, problem is in my board.

Hm what throws me of is that the board leds are not lighting up and no output  is at the serial connection.
I would say to check the voltage at the 5V rail at GPIO pins 2/4 (5V) and pin 6 (Ground).
If it is >5V with you PSU then I would say the board is gone. If it drops to far below 5V the OPI will get stuck in the boot process, but in theory you should have some output at the serial port.
