For USB debugging I have found this: https://axonjakarta.wordpress.com/olimex-a20-android-building/
It's for A20 but I think it's the same for H3.
I have verified with my sources (/ANDROID/android/device/softwinner/wing-common/ProductCommon.mk), and the line is #ro.adb.secure=1 with a # before.

Well you can check if device is rooted in the most simplest way:

  You download from GooglePlay antivirus which is called AVG, then after you scan Android with AVG--it will show that threats are found--one is to install software from unknown sources, another is--Device runs in privileged  mode. So, second one means that device is rooted.

h3 manual root should do it ..
USB debugging adb not work ...
It does not operate in the Android build, no board config file...
one should take into no wiring diagram
and just wait wait wait.......

I downloaded Kingoroot APK from their website directly to the PI. then installed it and run it. has one click root. took about 1min to complete
