Hi,

OrangePi Lite Ubuntu. $ iperf -c 192.168.0.21 from fast brand new laptop Ubuntu to OP Lite Ubuntu $ iperf -s
8Mbps is max.
$ iperf between high performance laptop PCs shows 32Mbps under the same AP wifi.

What am I supposed to do?

It is a bit low. Do you have a proper antenna? What is speed in client mode? Do you have a lot of stations around?

With this device: http://amzn.to/2kdNwsw and Armbian kernel 4.13+ it goes up to 250Mbps to my Laptop.
