OPI PC PLUS cpu temperature on stock Android

I am using a heatsink without fan. (Installing a fan is not an option for me).  Standard Android image downloaded from opi site. My concern is temperature which can grow up to 91 degrees of celzius under heavy load.Based on other threads high cpu temperature relates to overvoltage. First of all, why is the overvolage there if the CPU runs on standard 1,2 GHz instead of proclaimed 1,6 GHz?
Second, is there a way to i change CPU voltage in the "standard" android image?
Third, the guide on how to build own android if useless since the github page https://github.com/orangepi-xunlong/orangepi_android was shut down.
So any hints how to bring the cpu back to normal voltage and temperature?

Try my image. It is rooted and underclocked to 1008 Mhz to combat over heating.
