Its up to 1.5 km with wireless
so is there any way to stream video from orange pi camera to pc using that transciever or anthoer one ,also its planeed to be used outside ,so internet is not an option

I think it is possible, but you will have to figure it out how to controll such transmission module from orange pi ??
Maybe you will have to write your own software to capture video.
