UART config for OPi Zero Plus2

Hello,
I'm trying to learn how configure a OPi Zero+2 H3 to use  2 x UART on header and also I2C.

We would like to access from Java so I assumed using Pi4J and WiringPi.   Is this possible and can anyone point to libraries that could assist with this ?
