There is no circuit. The fan is already "Temperature-controlled", you can search for images in google (arctic F12 TC). An example

A part from Arctic, there are other models of Temperature-controlled fans.
For the power supply, it should be very difficult to find a 12V power supply with a connector that fits the fan. You have to cut out the original connector and solder a two pin connector. Moreover, you have to check the fan specs for the current required, I have a 12V 1A power supply.
Specs of the arctic F12 TC (max current 0.24A, in my opinion you should use at least a 12V 500mA power supply)
