I have a working 8GB now, which is flashable through Win32DiskImager. I will upload if anyone needs it.

Unfortunately no working wifi and no play store, installing play store apk doesn't work.
Spotify works.

I had a problem while PhoenixCard was set up to Startup mode. Set up to product mode and it worked great. Of course, first use official Format Tool.

After one full day of struggle, and reading everyones comments I think Android for the Pi ONE is a mith. Most certainly somewhere someone should have made it working, reliably. Come-on its been 2 years.

What seemed to work for me just now: Format with SDFormatter, burn in product mode (failed), burn in product mode (success) but the image didn't work, burn in startup mode (success and boot).

I can confirm it is Microsoft Visual C++ Redistributable 2008 (x86).  I installed them one after one to try and found out that VC++ dist. 2008 solved this issue.
Hope this will end nightmares of all other PhoenixCard 3.1.0 users.
