Hi!

PhoenixCard can burn image,
is any software to copy Android from sdcard to image file ?

You can use linux dd to make exact copy of your sdcard.

Android image can not use the dd command under the Linux nor the Win32Diskimager under Windows, you need to use PhoenixCard to make the TF card.

If it's true (that is it not possible to write Android image file),
so how it can be possible to read whole Android image from sdcard?

You have misunderstanded something. You can't burn compiled android image with dd. But you can always make exact copy of your sdcard. There is no matter what data your sdcard contains, because dd is able to copy it sector by sector.
After restoring image created with dd you will get exactly the same as original - already burned and configured Android image.
