No network after rebooting

I am using the latest debian version OS for my Orange Pi PC2. I tried ethernet and a wifi dongle with this. The system is working ok with both these but when I restart the system with sudo reboot or from desktop menu, the network doesn't connect automatically after rebooting. Then even if I try to connect to the network manually, it wont connect. It tries to connect and then says cannot connect.  To make it connect to network again, I have to shutdown the system and then start the system again. After such a full power reset, the system connects to network automatically. Why is this so? Is there any solution. Please note the issue arises only when rebooting and it is solved after shuting donw the system and restarting.
