TWI pins active high on NanoPi Zero?

Hello members! This is my first request here and I hope I can be useful.

I'm using the NanoPi Zero board and I have noticed that the TWI0 and TWI1 lines remain active when the board is powered up even, without booting up the O.S. (i use Armbian).
Reading the specs of the H2 chip i found that all pins shouldn't flow any current at the card's boot up.

Why this doesn' t happen on my Zero?

I wondered why and after some test my conclusion was that, the card could have additional circuitry connected to these pins that change the basic behavior of the two lines ... it's correct?
