I have an external hdd (actualy it is laptop hdd in hdd box sata2 to usb3.0) and my orange pi pc can't spin it up because of not enough of currency.
In my Raspberry Pi 2 i can double output current limit of USB ports from 600mA to 1200mA by editing of config.txt file and adding max_usb_current=1.
Is any similar way to do that on Orange Pi PC?

You probably have very weak power supply. I was able to connect 3 2.5" USB 3.0 disks without issues. Check my post at the forum.
