I have one question: by android 8.1 for 4G IoT is 2 folders: Firmware and Modem. Firmware folder I flashed with Flash Tool, but how can I flash Modem files?

The Android 8.1 image you downloaded is a complete image, after unzip, it will the same as List of generated firmwares on the user manual of IV.Android Firmware Flashing.
Then you could refer to the steps of image flashing, it shall be flashed together.
