Ubuntu on Orange Pi 3 LTS - unable to switch languages

In the official distribution for Orange Pi 3 LTS, I installed the Russian language, that's what locale -a gives:
  1. root@orangepi3-lts:/etc# locale -a
  2. C

I have the same result. I also installed gnome-tweaks and set language switching by Alt+Shift, but language switching does not occur in the graphical editor. I would like to keep the English interface, but be able to enter Russian text. I have the following questions:
1. Only en_US.utf8 and ru_RU.utf8 are commented out in locale-gen, where do other languages come from? How to remove them?
2. Why does language switching not work? What needs to be done to make it work.

It turned out like this:
orangepi-config -> set timezone
orangepi-config -> keyboard - replace en with us
Settings-Language support-add Russian language
Settings-Keyboard - add a Russian keyboard layout and select the layout switch.
Check in Mousepad.
It worked for me.
