Orange Pi Zero I2C1 pullup

On Orange Pi Zero, there are two pull-up resistor, R153, R154. Why is it used the external pull-up resistors? If we use internal pull-up, we may use these ports for multiple purpose.

I want to use this port for controlling relay. After boot-up, this value is high so activated my relay.
Can I configure it down maually on boot stage?

I am looking for the same solution on a Zero 2.
Did you ever manage to set the resistors on your Zero?
