to setup:

$ sudo dpkg -i *.deb

what did you do? and what did you receive? maybe it needs some external libraries?
and packages of codeblocks should be installed by single dpkg -i command as they has internal dependencies.
$ dpkg -i pkg1.deb pkg2.deb pkg3.deb ..and so on

copy-paste here your installation command and responce of the installer
