logrotate weirdness

i check under /etc/logrotate.d directory of some of the configuration for logs. Most have parameter "rotate" bigger than 1. From what i understand this will create several archives amongst which to rotate the log records. However, I looked into /var/log.hdd and consistently seeing at most two archives for most log types. I dont exactly understand how this is the case. Please clear this up.
