[ H3Droid ] Make a FEL USB installer+updater

Hi,some idea to make Installing/Updating of H3Droid android flavour more easy, because not everyone master Linux.
Would require only:
[*]Micro USB data cable to drive your H3 boards from any supported OS.
[*]follow assistant, mouse supported and advised.
Steps:
- connect the board and launch program.
- remove sdcard or push fel button for boards with emmc. power on the board . start fel process.
- re-insert sdcard- select installer version found in root of thumbdrive or downloaded through cable.
- select target emmc/sdcard.- eventually change parameters if burning for another board.
- choose partitions size and burn or upgrade.
Reboot to a fully functionnal android kitkat on the selected board.

Don't worry, every voter will get a PM to test, as soon as windows 10 x64 version is ready (probably next week).
But i will only supportPI-PC H3 / PI-PC Lite / PI+2Ebecause i don't have other boards to test(yet) ...
All opensource, Python3 Code will be published on my github. ( binary tools provided in the archive are from MSYS2 project : opensource too ) .

Yeah actually : - For boards with more than 512MB , usb drive won't even be required
- A menu to access rooted shell though otg will be available for all OS, very usefull for people who don't have UART to ttl debug adapter.
Internal tests may begin this week, depending on the results we will pick random voters ( or volunteers that would come onfreenode irc channel #H3Droid at this time ).
Please note that we still miss some boards to test bootstrap, so support will be limited to pipc/pilite at first.

Hi, first windows 7 test was completed a few hours ago on opi lite . it took about 6 minutes to install.
as soon as 1.2.8 version of h3droid is published i will PM the link for windows 32 bits installer to all voters
